AFGE Local 2578

Minutes:  The members of AFGE Local 2578 met at 12:04 PM, Tuesday, April 25, 2006.  The monthly meeting was held in room 5220, at Archives II, with audio-conference connections to the NARA facilities at Archives I, Chicago, Dayton, Philadelphia and the Truman and Bush Libraries.  A quorum of members was present. 

Roll Call of Officers: Officers present were President Vernon Early; Vice President Theodore Hull; Treasurer Nancy Fortna, and Chief Shop Steward Pam Bullock. 
 
Meeting Minutes:  Hull distributed the March monthly meeting minutes of AFGE Local 2578 by email prior to the meeting.  Hull read the minutes and they were accepted without revision.

Treasurer’s Report:  Fortna gave the treasurer’s report (See attached report).  She reported current balances and expenses.  The report was approved without question.

OLD BUSINESS:

Legislative Committee:  Committee Chair Joe Byrnes reported that he is in the process of organizing the committee.  He will contact Representatives Martin Tuohy and Carol Martin concerning their interest.

Communications Committee: Hull reported that a newsletter was issued in mid-April.

Health and Safety Committee:  H&S Committee Chair Jeannine Jeffrey had no report for the committee.  Bullock reported problems with implementing the provisions of the water agreement in the stacks at Dayton.  She expects that Trust Fund money will be used to purchase carts for water storage.  Early reported that the issue concerning handicapped access to restrooms at Archives I should be resolved shortly.

Organizing Committee:  No report.

Representational Activities:  Bullock reported on a standards review of activities at Dayton.  Early is to follow-up and ask about task codes.

A1 Office:  The office will be available for the May meeting.  At the May meeting an open house for the new office will be planned.

NEW BUSINESS:  

NARA Notice 06-157:  Hull brought to the attention of the attendees the scope and content of this NARA Notice concerning the Hiring Freeze.  Some discussion ensued about the offering of buyouts/early outs and possible alternative hiring strategies the agency may be pursuing, such as student hires.

COMMENTS FOR THE GOOD OF THE LOCAL

Picnic:  Early reported that some members have approached him about organizing a Local picnic in the summer.  They will present their proposal at an upcoming meeting.

The meeting was adjourned at 12:29 p.m.  The next regularly scheduled meeting of AFGE Local 2578 will be on Tuesday, May 30, 2006.
